WhatsApp is the default way Hong Kong customers contact businesses. They message at lunch, on the MTR and late at night, and they expect a quick reply in Cantonese-style written Chinese or English. For small teams, that means staff answering the same questions all day, or customers waiting until the next morning. An AI customer service agent on WhatsApp can handle first replies, collect enquiry details and hand customers over to staff when needed, with the conversation recorded properly. This guide explains how it works for Hong Kong businesses, what the PDPO means for your setup, and what it costs.
What the AI agent handles
A good AI agent answers from a knowledge base you approve and knows when to step aside. Typical tasks:
- Answering questions about products, services, price ranges, opening hours, delivery and lead times.
- Replying in English or Chinese, matching the language the customer uses.
- Collecting enquiry details such as company name, quantity, budget, deadline and delivery address.
- Tagging enquiries by product line and urgency.
- Creating contacts and deals in your CRM automatically.
- Passing the chat to a staff member, with a summary, when a person is needed.
An example from our work
For Ethergifts Singapore, a corporate gifts site, WhatsApp enquiries are connected to an AI customer service setup that collects quotation details before the sales team takes over. Hong Kong businesses selling by quotation can use the same structure.
How we set it up
We build on respond.io, which connects to the official WhatsApp Business Platform as well as Facebook Messenger, Instagram, email and website chat, so all conversations can be handled in one inbox. The process:
- Connect WhatsApp: move your number to the WhatsApp Business Platform, planned to avoid downtime.
- Build the knowledge base: from your website, catalogues, price guidelines and past chats. You review and approve the answers.
- Configure the agent: tone, languages, topics it must not handle, and when to hand over.
- Set routing: by language, product, customer type or working hours.
- Connect your CRM: Zoho, HubSpot, Salesforce or Pipedrive, so every enquiry is tracked to quote and order.
- Test and refine: run real scenarios before launch and review conversations during the first weeks.
Templates and the 24-hour window
On the WhatsApp Business Platform, you can reply freely within 24 hours of the customer's last message. After that, you need pre-approved message templates, which Meta charges for by category and country. We set up templates for quote follow-ups, order updates and reminders.
PDPO: what to consider
Chat conversations contain personal data, so the Personal Data (Privacy) Ordinance (Cap. 486) applies. The PDPO's six Data Protection Principles cover purpose and manner of collection, accuracy and retention, use, security, openness and access. It also contains specific rules on direct marketing, which generally require the customer's consent before you use their personal data to send marketing messages. In practice, our setups include:
- Clear disclosure. The AI introduces itself as an AI assistant and offers a person at any time.
- Purpose notice. A short message or link explains how chat data is used, in line with your Personal Information Collection Statement.
- Collect only what is needed. The AI asks for details relevant to the enquiry, not everything possible.
- Separate marketing consent. Handling an enquiry is not the same as permission to send promotions. Consent and opt-outs are recorded in the CRM.
- Access control and retention. Staff see only what their role requires, and you decide how long chat data is kept.
- Humans for sensitive matters. Payments, complaints and identity documents go to staff.
Your company remains responsible for PDPO compliance. For specific questions, consult a legal adviser or guidance from the Office of the Privacy Commissioner for Personal Data.
Designing the handoff to staff
Customers lose patience quickly if they feel stuck with a bot. Our handoff rules:
- A customer can ask for a person at any time, in English or Chinese.
- The AI hands over automatically for large orders, urgent requests, complaints or questions outside the knowledge base.
- The staff member receives a summary and the details already collected.
- Outside office hours, the AI states honestly when someone will reply and queues the enquiry.
What it costs in Hong Kong
Prices are shown in your local currency on this site. respond.io subscriptions and WhatsApp messaging charges from Meta are paid directly to those platforms.
- Basic (1 channel, 1 AI agent, knowledge base of up to 50 questions): {22000} setup + {2500}/month.
- Standard (up to 4 channels, enquiry capture, routing): {48000} setup + {5000}/month.
- Advanced (multiple agents, complex routing, integrations): from {98000}.
Adding a CRM implementation (from {18000} setup for CRM Starter) makes it a two-item bundle with 10% off setup fees. AI customer service typically takes about 2 weeks from when access and content are ready; the rush option adds 20% to setup and roughly halves the timeline.
How we deliver
Everything is handled online by text and WhatsApp, with no meetings required. We share progress through screenshots, test conversations and short screen recordings. Our team uses AI tools to draft knowledge base content and configure flows, and people check every answer, rule and test before launch. Payment is staged: a 20% deposit to start, 60% at launch and 20% after sign-off. Monthly fees are billed at the start of each period, with no lock-in. Contracts and invoices are issued by AETHER INT'L ENTERPRISE CO., LIMITED, our Hong Kong entity.
FAQ
Can the AI reply in Cantonese-style Chinese?
Yes. AI models can read and write colloquial Hong Kong Chinese as well as standard written Chinese and English. We test with your real chat examples and adjust the tone to match your brand.
What happens if the AI gives a wrong answer?
The agent is limited to your approved knowledge base and hands over when unsure. We review conversations after launch and refine instructions where needed.
Can we still use WhatsApp on our phones?
Once the number is on the WhatsApp Business Platform, your team replies through the respond.io inbox, which has desktop and mobile apps, so staff can still work from their phones.
Do we need a CRM?
It is optional but recommended. Without a CRM, enquiries stay in chat history; with one, every lead is tracked through to quotation and order.
